President Plutarco Elias Calles brought upon religious persecution during his term. He was inaugurated on November 30, 1924 and wasted no time in giving Mexico its most s incessantlye religious crisis. He enforced the articles of the 1917 Constitution, which Catholics hated. Some of the enforced laws were provisions outlawing sequestered order; religious organizations were not allowed to own property and the clergy were denied the pay to vote. Calles was a fanatic whose only mission it seemed was to rid universality in Mexico. On June 14, 1926 he issued the Calles constabularys or the officially named, The Law Reforming the Penal Code. A fee of 500 pesos would be issued for the wearing of a clerical garb. It was in addition illegal to come a minor to join a monastic order. A person would be imprisoned for five years if they ever criticized these laws.
Trouble for Calles came when he tried to enforce these laws in Catholic-centered states corresponding Jalisco, Colima, Zacatecas, Guanajuato and MichoacĂ¡n. Mostly Indians, Catholic students and ranchers led a rebellion against Calles and his laws. The worst fighting was in Jalisco and about 55,000 soldiers and 3,500 Cristeros would be killed in the war. It was President Emilio Portes Gil who would come to some peace agreement and grant curt to the Catholic Church.
President Calles did his part in moving the surface area forward with his land distribution and railway construction. He also established the Central Bank and National Bank of Agriculture.
